社会养老保险的具体制度安排和运行是不同利益集团博弈的结果,政府和企业是社会养老保险中最重要的两个责任主体,也是最主要的两个博弈主体.目前两者的博弈集中表现为:政府利用制定社会养老保险规则的权力,将养老保险隐性债务转嫁给企业;养老负担较轻的企业进行逆向选择,不愿参加现行的社会养老保险体系;已参加社会养老保险体系的企业,则采取各种对策,逃避缴费义务.因此,采取有效的对策,使我国的社会养老保险制度具有可持续性,已成为我国社会保障制度建设的一个重要问题.

Arrangement of the concrete system is the gaming result of the different interestgroups. Government and business enterprises are two most important gaming bodies with duty onsocial pension insurance.
