近年来,全球众多高校开始向以创新创业为内核动力的教育模式转型,创新创业教育评价成为关键。印度将创新创业教育量化评价视为高校转型的有效引导与国家发展的迫切需要。2018年,印度启动高校阿塔尔创新创业水平排名,随后确立了“衡量水平、引导转型”的评价目的,选定了“政府主导、专家参与”的评价主体,形成了“放眼国际、立足本土”的评价指标并公布了“分类分层、弱化名次”的评价结果。2019年、 2020年、 2021年三届量化评价排名结果的发布有力地促进了印度高校转型发展,对助推创新创业生态系统建设具有重要意义。我国与印度面临相似的人才培养任务,从印度创新驱动、政府主导、排名破局的经...
