Congestion results in dissipation of the node's energy, deterioration of network performance and an increase in time delay and packet loss. By applying water-level control to queue length control, this paper presented a hop-to-hop congestion control model between link-layer and network-layer in Wireless Sensor Networks (WSNs). In addition, a reaching-law-based discrete sliding mode control algorithm (DSMC) was proposed to balance the inflows and outflows of node's frame buffer.
