随着经济社会快速发展以及城镇化不断推进,城市社区治理已基本构建起政府、市场、社会三方共治格局。当前我国经济社会发展进入新常态,城市社区治理中的政府、市场和社会三方力量面临新旧问题双重叠加的发展困境。通过对武汉市城市社区治理推行“一体两翼”、“双向进入、交叉任职”,构建“三方联动”协同治理机制的实践分析,对城市社区治理总体布局和治理机制进行再思考,提出加快城市社区治理中政府、市场、社会三方力量的恰当回归、转型发展与自治结构重构的完善,实现城市社区治理创新、协调、共享、共赢发展新局面。

With the rapid economic and social development, urbanization advancing constantly, city community governance has basically constructed the structure which consists of government, market, social forces. Now the economic and social development steps into the new normal state, community governance is faced with new situations and problems.
