以政策过程推动项目进村，可从赋能性角度对政策过程的柔性引领、柔性统筹、柔性共治、柔性动员四个层面的实践样态进行考察“。政社共建”下的柔性治理实现了政策过程的增权赋能效应，产生了体制、机制的双向增权效果，提升了项目进村所需的制度供给能力与基层治理能力。基于此，政策过程与柔性治理的结合，将推动行政主导向行政引导转变，使政策导向的国家治理目标转化为村庄的公共治理目标，从而实现政策过程的增权赋能效应。
