晚清新政,包括洋务新政、甲午新政、20世纪初年的新政和预备立宪四个互相联系而又逐步递进的过程.在晚清新政的过程中,清政府最初以下放给督抚事权的方式推进改革,最后又力图通过集权来加强中央权威.所以,晚清新政的历史,就是中央与各省不断调整关系的历史,也是中央权力与各省权力此消彼长的历史,还是晚清中央集权体制不断衰弱的历史.总结这一历史,对我们进一步认识近代中国社会发展的特点将是十分有益的.

The new policies during the late Qing Dynasty includes four processes;the new policies of for-eign affairs, the jiawu new policies, the new policies in the early years of the 20th century and the prepa-ration for constitutionalism which are interconnected and gradually progressive. During the processes, Qing government at first gave impetus to reform by means of transferring the power to the commander-in-chief and the governor of a province and at last tried to strengthen the authority of the central government by means of centralization.
