创办于"九一八"和"一二八"事变之后,终刊于全面抗战爆发的1937年,作者主要是胡适、丁文江、蒋廷黻、傅斯年等一批从欧美留学归国,而此时在北大、清华、燕京三所大学任教的自由主义知识分子.他们积极参与公共事务,在国难当头之时"用笔墨报国".认为当时日本的对华侵略必然进一步扩大,中日之间迟早难免一战,而国际援助未必可靠.对此中国必须一边抵抗,一边争取外援并和日本谈判,不排除坚守底线的局部妥协以"争取时间",对内则希望国民党各派系和解、中央与地方实力派和解、国共和解.对于的这些所谓"低调"、"负责任"的主张,国内各方反应不一,但日本方面则对该刊和胡适等人持敌视态度,这或许能说明"低调...
