本文构建住房公积金普惠测度模型,从普惠的可及性、公平性和目标性角度对住房公积金制度开展评估.研究显示:(1)我国现有住房公积金依然具备普惠的可及性;但运行19年后普惠机制将逐渐丧失.(2)现有制度设计使得住房公积金存在严重的初次与二次普惠不公问题;若不予变革,运行23年后将是住房公积金不公问题转化为“劫贫济富”的时点.(3)对中低收入人群而言,运行16年后的住房公积金将丧失其资金互助功能,制度难以实现提高居民居住水平的最终目标.

The paper,through constructing a measure model of inclusive benefit of housing provident fund（HPF）estimates HPF system from such three angles as its accessibility,fairness and goal.The studies show：（1）The existing HPF still possesses inclusive benefit function,but the function will be vanished in 2020;（2）The HPF exists serious primary and secondary injustice in inclusive benefit.Without reform,2024 year will be the turning point of fairness problem in HPF.（3）As for the people of middlelow income,HPF will lose its mutual aid function in...
