改革开放以来,城镇化治理模式是一种偏好增长、协调有限的"统合治理",城镇化发展难以实现从量到质的转变。为实现协调推进新型城镇化,本文构建了一个统筹多重问题逻辑的"复合型分析框架"。这一分析框架有四大特质和学术意蕴:依循新制度主义旨趣,主张重视国家与制度结构之于城镇化治理模式以及社会主体行动逻辑的形塑;彰显以人为本、公平正义的现代政治价值理念,主张新型城镇化推进与农民工现代公民身份建构互为一体;体现国家治理现代化要求,主张以"自主性—嵌入性"方法论把握政府效能与社会资本的互动关系;厘清政府责任、市场决定、社会协同三者的界限及关联,主张以"政府职能配置"新策略革新城镇...
