党的十九届四中全会提出要推进国家治理体系和治理能力现代化,乡村治理作为国家治理的基础,其现代化既是夯实乡村振兴的根基,也关系到国家治理现代化的目标实现。以“第四届中国县域治理高层论坛”为契机,数百位专家、官员就乡村治理现代化的治理模式、关键问题、实现路径进行了深入的探讨。与会专家普遍认为,能否维持乡村的稳定性,保证乡村发展能力,取决于乡村治理模式的选择。找准问题的关键处着力往往能事半功倍,推进乡村治理现代化要准确抓住农民参与、农地改革和资本投入等关键问题。而乡村治理现代化的最终落地则需要从优化多元治理主体、强化各项制度供给和促进乡风文明建设等三个方面入...
