居民参与不足是当前社区治理存在的主要问题，因为居民是社区治理的主体力量，居民的广泛参与是社区治理体系建设的关键一环。当前研究要么从宏观层面探索居民参与的行政运作因素，要么从微观层面分析影响居民参与的个体因素，没有将宏观角度和微观角度结合起来考察居民参与动因问题。从可行能力视角出发，选择参与机会和自主权两个核心变量，通过对参与事务、参与项目、参与团队和参与制度进行分析，针对居民“弱参与”难题尝试提出居民参与的“常青树”路径，促使社区居民真正成为社区治理的参与者。
