民初《商会法》实施后商会的社会地位虽得以提升，但20世纪20年代政局动荡，商会开始成为各政派势力渗透之地，导致各种非常态事件在商会中屡有发生。安福系掌控的京师警察厅，因北京总商会不愿听其调遣，捏造罪名将正副会长安迪生、殷文煜双双拘押，随后更不经农商部同意，暗中操纵重选会长和会董，使总商会成为为其所用的工具。被拘押的正副会长虽经审判宣告无罪，但在全国商联会和工商界一再呼吁下，仍不能恢复原职，北京总商会也无法走上发展正轨。此案之发生及其对总商会产生的严重影响，表明商会及其领导人在官厅眼中仍无足轻重，法律的规定与残酷的现实存在极大差距。
