调查表明,推动县级政府依法行政的因素主要包括公务员的法治信仰和政治责任感使命感、上级对依法行政的监督考核、县委对依法行政的重视、县人大的监督、社会舆论和公众的压力、实现经济社会发展目标的需要、人民法院的司法监督、公民的维权行动、民间组织的推动。量化分析结果显示,这些因素对县级政府依法行政所起的推动作用在强度上存在一定的差别。当前县级政府依法行政存在内部驱动力相对不足、过度依赖自上而下的纵向动力、动力的能量释放途径和方式不够合理等突出问题。培育公务员的法治信仰、大力开发社会民间动力、强化正向激励机制,是增强县级政府依法行政动力的现实途径。
