基层社会治理和服务体系创新催生了＂三社联动＂的实践探索和政策设计。＂三社＂中起步晚却最具能动力的社会工作（者）专业优势的发挥对于＂三社联动＂具有重要作用。但是,当前社会工作（者）在＂三社联动＂中尽管就提供特色服务、策划社区活动、链接组织资源等呈现出专业优势,但专业缺失仍较明显,主要体现为＂依附—庇护＂模式下的专业知识转化欠缺、发挥空间不足等问题。归根结底,这种＂依附—庇护＂模式存在内因方面的专业自觉性不够和外因方面的优势主导性缺位。因此,＂三社联动＂应从＂依附—庇护＂模式向＂优势—权变＂模式转变,从政府取向、三社关系、社工自觉等方面采取导向性补位策略...
