村规民约作为一种乡村社会治理制度,它以自治和德治的方式在传统乡村社会治理中发挥着重要的作用.本文在探讨村规民约治理功能的形成和发展历史过程的基础上,分析了传统习俗文化与现代法治文化在乡村治理中的共存与冲突,进而重点论述了村规民约治理体系与现代法治体系的关系.在当今实施乡村振兴战略中,探讨发挥村规民约的社会治理作用,探索法治、自治、德治相结合的治理模式,实现治理手段的创新,对实现乡村社会充满活力、和谐有序,具有重要理论价值和实践指导意义.
