在灾害频发的东北亚地区,推进地区救灾合作机制的建设已成为各国在区域合作领域中的一个议题.通过考察东北亚救灾合作机制在近年来的建设进程和在区域事务实践中的表现,可以看到该机制具有多维度的特点.东北亚救灾合作机制所具有的多维度的特点,在一定程度上也是对机制建设所面临的成员间多元利益考量这一复杂情形的反映.东北亚地区救灾合作的机制建设在取得成果的同时,也在机制建设的深度和广度上还存在一些有待加强和改善的地方,仍需要各国努力加以健全.

Promoting the construction of disaster relief cooperation mechanism has become a significant regional cooperation issue in the disaster-prone Northeast Asia. By observing the process and practice of the disaster re- lief cooperation mechanism in Northeast Asia, several features are manifested.
