行政服务中心发展过程中存在规范性不足、发展不均衡的问题,其根本原因在于缺乏全国统一、系统科学的行政服务中心标准体系。所以,构建行政服务中心标准体系势在必行。我国行政服务中心标准体系建设还处于起步探索阶段,其科学性和系统性不强。我国应以系统权变理论模型为分析框架,构建一个由目标与价值标准、技术标准、社会心理标准、结构标准、管理标准5个一级标准以及23个二级标准、若干三级标准构成的行政服务中心标准体系,为地方行政服务中心的标准体系建设实践提供一个科学、系统的思路。

Deficient standardization and uneven development of Administrative Service Centre are caused by the lack of a nation- wide scientific standard system of administrative service centre. Therefore, a standard system is to be imperatively constructed. However, in our country it is still in the initial stage of exploration whose scientific and systematic nature are not strong.
