在乡村治理体系的末梢,国家政策常常面临着“最后一公里”难题。在乡政村治的背景下,基层政府如何保持其对村庄的整合和动员能力,不仅关系到国家政策执行如何落地,而且关乎乡村社会秩序稳定。联村制度是应对“最后一公里”难题的制度安排。在联村制度框架内,基层政府通过常规动员、运动式动员、嵌入式动员和仪式化动员等方式,较好地实现了其对乡村社会的管理,既能够维持乡村社会秩序,又能够较好地确保其治理任务尤其是中心工作任务的完成。联村制度不仅构成了我们理解发达地区县域治理的重要视角,而且是我们理解国家治理体系的重要环节。
