社区志愿服务是完善社区服务的重要方式,也是社区治理与善治的内在要求和基本目标,然而社区志愿服务的失灵阻碍了上述目标的实现。目前,中国社区志愿服务失灵的现状要求重构社区志愿服务结构,再造社区志愿服务持续化运作机制。依据新制度主义理论的观点,社区志愿服务包括意愿、激励、组织、资源、文化、技术六大内部要素和政府、社区居民委员会、社会组织三大外部要素,社区志愿服务持续化运作机制就是这些要素的有效组合,它涉及志愿微循环机制的完善、协商机制和参与机制的合理选择,以及事务分流机制的利用。
