发端于1857年的印度附属学院制度,大大促进了印度高等教育的快速发展。20世纪60年代随着附属学院的快速发展,附属学院的管理与自主发展的需求皆受到限制。于是,用自治学院代替附属学院的建议被提出,自治学院可在课程创新修订、考试与评估、学院管理等方面拥有一定的自治权。在相关指导方针和资助下,自治学院纷纷建立并日渐发展,最终形成一定规模。但自治学院现面临着学术自治受限、管理自治的两难及财务自治的矛盾等困境,未来印度促进自治学院发展可采取的措施有:改革认证监管条例,试点纳附大学自行认证自治学院;邦政府、纳附大学和自治学院形成紧密的合作伙伴关系;促进自治学院在服务地方中获得...
