A Study of Action Logic and Formation Path of Community Governance from the Perspective of Action Science

政府嵌入、社会协同和居民自主治理作为我国社区治理行动的内在变量,三者的关系决定社区治理模式的转换.从理念转向行动是实现社区治理体系和治理能力现代化的题中之义.借鉴行动科学理论,我们认为中国社区治理经历了三个阶段,国家主导的政府行动阶段、国家引导的社会行动阶段和国家与社会扶持的居民行动阶段.现代社区治理是政府主导、社会协作、居民组织化行动的过程.随着居民自治广度和深度的拓展,居民行动日益成为社区治理的目标和方向.居民行动能够很好地迎合现代社区治理的要求,悄然改变社区治理过程中“居民自治弱”的困局,而理清居民行动逻辑和通过技术赋权激发居民行动就显得至关重要.
