“君权”、“民利”是朱元璋国家观念的两个基本点，其政府建构、政府运行原则的设定皆基于此观念。然而，由于君权本质上是私人权力，无法消除私人化的官僚集团，从而使官员难以大公去私，顺民情行政；由于民利的实现以君权为中心，君权的绝对性得到强化，而民利实现却很困难。
