该文对教育信息化进程中从IT管理到IT治理的思想蜕变进行了考察,揭示了二者之间的联系与区别,并以此为基础从治理体系与治理能力的视角出发对信息化教育中的IT治理体系与治理能力进行了架构。在治理体系方面,提出信息化教育中IT治理的开展基于组织结构、实施流程、关系机制的整合集成,是战略、价值、风险、资源、绩效的多方统一;在治理能力方面,提出面向信息化教育的IT治理能力结构中战略性决策能力是核心,系统性整合能力是保障,信息化变革能力是动力。

In this article, the authors explore the evolution of IT governing from IT management to IT governance and develop a primary framework to understand the IT governance system and governance capacities in E-education. They argue that, the system of IT governing in E-education covers organizational structure, implementation process, and relationship mechanism, and pursuits the combination of strategies, values, risks, resources, and performance of IT in education.
