随着国内流动人口积分制管理政策的试点和实践,流动人口积分制管理政策在人口管理和促进流动人口与当地居民融合方面起到了积极的作用.但是,由于政策设计存在缺陷,在实践过程中也出现了指标需求、供给与使用存在结构性矛盾;积分制管理投入需求与公共资源、社会服务资源不足出现结构性紧张;降低积分制入户门槛与产业结构升级所需人才结构冲突等问题.中山市积分制入户制度的实践告诉我们：必须明确改革方向,循序渐进、分阶段推进户籍制度改革,建立户籍制度改革的成本分担机制,大力推进流动人口管理的信息化,并加快土地制度、就业制度和公共服务等其他配套制度的改革.

With the practice of the integral system management of migrants, it has played a positive role in population management and promoting the integration between migrants and citizens.
