学界关于现代社区治理不同模式的论述中都包含了社区治理社会化的理念,从行政化到社会化已成为现代社区治理的必然转向。根据制度分析与发展理论,并结合中国情境,社区治理社会化包含社会工作者、社会需求、社会组织、社会资源、社会机制和社会技术六大基础要素,政府作为一种嵌入性要素,贯穿整个社会化过程。社区治理社会化机制就是这些社会化要素的排列组合和逻辑构建,其涉及到治理主体结构的完善,治理机制和治理技术的合理选择以及治理资源的开发和利用。
