摘要:
Currently China's water resources have met many problems, such as water resources shortage, water pollution phenomenon, flood and drought coexistence, water ecological environment deterioration and so on. Based on the series of objective facts, this paper from international and domestic visuals analyses what challenges and opportunities water resources will encounter with in the new environment. Then it illustrates the unsolved problems of water resources from perspectives of system, market, technology and policy. At last, according to the status and features of water resources governance in our country, creative and constructive coping strategies have been put forward as a reference.(1)

摘要:
The rural governance system that combines autonomous, rule of law, and rule of virtue is the basic requirement for achieving effective governance in the rural revitalization strategy. To improve the rural governance system with self-government as the core, the rule of law as the guarantee, and the rule of virtue as the emotional support, we still need to further recognize and improve the three single rural governance model. Only by clarifying the advantages and disadvantages of each governance model, making up for the shortcomings, can we better realize the close complementarity of the "three governance" model.(1)

Environmental policy reform is still in a period of rapid advancement. This article takes Hubei Province as an example, according to the conditions of the province's percentage of fine weather, from the perspectives of GDP, population, exhaust emissions, number of environmental protection agencies, etc. And performs correlation and feature factor weight analysis; and based on the analysis results of the model, the environmental policy recommendations on atmospheric governance are proposed.

摘要:
The protection of drinking water sources is an important part of water pollution control and management in China. Drinking water sources is not only an important source of water for residents, but also plays an irreplaceable role in agricultural irrigation, flood control, power generation, aquaculture and so on. However, due to the expansion of people's production and living activities and the lack of awareness of environmental protection, many areas of our country have been polluted to different degrees, which seriously affects the safety of people's drinking water and the quality of ecological environment. Therefore, the effective treatment and scientific protection of drinking water sources is a serious problem to be solved. Taking the research and management of Kite rock reservoir drinking water sources in Qichun as an example and interviewing and investigating County Water Conservancy Bureau, Aquatic Products Bureau and State Marine Board in Qichun, the author conducted a thematic research about the water operation and management of kite rock reservoir and made a number of recommendations on protection of drinking water sources in the reservoir. Suggestions put forward include: 1) The operation rights of aquaculture in the reservoir should be reclaimed according to the law. Ecological aquaculture, density control and pollution reduction need to be eagerly promoted in order to realize the reservoir's natural development, scientific breeding and reasonable fishing. Events that disrupt the balance of alga in the reservoir should be strictly prohibited; 2) Impose a ban on ferries to resolve the major potential hazard for water pollution in the reservoir a step further; 3) Prohibit reservoir tourism and leisure activities to prevent the pollution caused by relevant activities.

运用协整分析和格兰杰因果检验方法,考察了洱海流域1999-2011年城市化水平与非点源水污染之间的相互关系.研究结果表明:城市化水平与非点源水污染序列都是一阶单整序列;城市化水平与非点源水污染之间存在协整关系;短期上总磷(TP)的排放会制约城市的发展,而化学需氧量(COD)和总氮(TN)的排放对于城市化的发展具有推动作用,长期上总磷的排放对城市化发展的制约作用会增加,化学需氧量和总氮的排放对城市化发展的推动作用也会增加;存在从化学需氧量总排量、总磷排量、总氮排量到城市化水平的单向格兰杰因果关系,而反向的关系得不到实证检验.Using co - integration and granger causality test, this essay analyzes the mutual relationship between urbanization level and non- point source water pollution based on the data of Erhai basin from 1999 to 2011. The results can be shown as follows: Both urbanization level and non - point source water pollution are sequences of order form. A co - integration relation between urbanization level and non - point source water pollution does exist. Different pollutants of non - point water pollution have different affect on urbanization, the emission of TP can restrain the development of urbanization and the emission of COD and TN have motive effect on the development of urbanization somehow in the short term ; in the long term, TP emission' s restrain effect on the urbanization development will increase and COD and TN emission' s motive effect will increase. The result of Granger test signifies that there is a one - way Granger causality, from the emission of COD, TP, TN to urbanization, while there's no empirical evidence on the inverse relation.
